State of Wyoming Capitol Hill Office Building

Cator, Ruma & Associates was selected as the Prime Consultant and to provide the mechanical, electrical, plumbing and technology design and construction administration for the remodel of the Capitol Hill building, which is part of the state of Wyoming building facilities. The building is approximately a 16,000-square-foot building made up of three stories. The remodel includes the complete renovation from the existing conditions into a more modern appearance office arrangement. The existing elevator is a hydraulic unit that requires complete replacement.




The mechanical scope of work includes the replacement of the entire HVAC system to accommodate the new office arrangement with a new variable air volume air handling unit with electric reheat terminal boxes. The restrooms are completely re-designed to meet current ADA requirements and as a result, the building’s plumbing requires a replacement from the ground up.  Finally, the building is to be equipped with a complete fire sprinkler system, as it previously did not have one.

The electrical scope includes the use of the recently upgraded (designed by Cator, Ruma & Associates under a separate contract) service from the local utility. The new panelboards are located in the electrical rooms on each floor. The existing lighting shall be upgraded to be a cost efficient direct/indirect lay-in troffer throughout with T-8 lamping. The general purpose power throughout the building shall be replaced to accommodate the new office arrangement. The fire alarm system is deficient and requires a complete replacement with a new addressable system. The scope of the IT low voltage systems includes the incorporation of the 3rd Party IT consultants requirements with respect to infrastructure needs distributed from an IT room located on the second floor.

Interior lighting for the building is made up primarily of LED luminaires. Lighting in the open office areas are linear pendant mounted LED’s, offices are 2’ x 4’ LED, downlights are both fixed and adjustable LED. Fluorescent luminaires are only used in restrooms and back-of-house storage rooms. Parking lot lighting is also accomplished with pole mounted LED luminaires. Emergency lighting was accomplished by both emergency battery packs and small inverters mounted in the electrical rooms. Lighting control utilizes a very basic control system including relay panels with over-ride switches, daylighting in the open office areas, and occupancy sensors in private offices and restrooms.

The technology systems within the building consisted of security systems, audio/visual systems, and structured cabling systems for voice/data transmission. The security systems included access control consisting of card readers and electronic locks on exterior and select interior doors, video surveillance cameras distributed throughout the interior and at select exterior locations, and a duress alarm system. The audio/visual systems included a range of systems from a simple LCD monitor connected to a table in a huddle space up through various sizes of conference rooms to a fully automated executive board room system. It also included a divisible training room with capabilities to support one large event or three concurrent events. The structured cabling system delivered voice and data transmission throughout the building. This system had the flexibility to accommodate typical office environments, extensive systems furniture areas, a 24/7 help desk call center, and digital signage.
