The facility included a central plant, three housing buildings, a recreational building, a support building, an administration building, two guard towers, and a gatehouse. The project included mechanical and electrical design of HVAC, plumbing, fire protection, high mast site and interior lighting, primary and secondary power distribution, fire alarm and security system interfaces to support a 928-bed facility. 

Primary power distribution was fed underground to pad mounted sectionalizing switches at each building service. Building services included domestic water, gas, sanitary waste, storm drain, and electricity.

In addition to the correctional facility’s buildings and grounds, Cator, Ruma & Associates completed the design and issuance of a complete cogeneration facility involving two 1500 KW prime power engine generators, one 500 KW standby engine generator, paralleling switchgear and associated distribution systems.  Electric utility service interfaces at the central plant building and is site distributed in a 13.2 KV loop feed arrangement utilizing pad mounted sectionalizing switchgear and underground duct banks.

Cator, Ruma & Associates developed a commissioning plan for start-up and functional testing of the system that was performed by the contractor. The commissioning plan was developed in conjunction with the contractor and the building owner.
